The Canadian government has introduced a new visa for Portuguese citizens and German citizens. The lack of this visa in the past caused many to be refused entry into Canada, even though they are perfectly legal residents.
Canada visas for Portuguese citizens
As of September 1st, 2018, Canada has implemented a new visa policy for citizens of Portugal. Previously, Portuguese citizens required a visa to visit Canada. Starting on September 1st, 2018, all Portuguese citizens who are not dual nationals of a European Union country will require a visa to travel to Canada. This change is in response to the EU’s new Visa Waiver Program which allows citizens of certain countries to travel to the EU without a visa.
In order to apply for a Canada visa for Portuguese citizens, you will need your passport and a valid passport-type photo. You will also need your visa application form (available from your local Canadian embassy or consulate), two passport-style photos, and the fee set by the Canadian government. The Canadian government has not yet released the fee for Portuguese citizens.
If you are traveling to Canada as part of an organized tour group or business trip, then you will likely be required to have an international travel insurance policy in place before you arrive in Canada. Make sure that your policy includes coverage for any medical expenses that may arise while you are in Canada.
Canada visas for German citizens

-Two letters of invitation (from the German or Portuguese citizen)
Please Note: If you are applying for a temporary stay in Canada (such as on vacation), you will not need to obtain a visa. However, if you plan to work in Canada, you will need to obtain a work permit.
